Guideline for Funds Disbursement
Social Ministry Committee (SMC)
Community Partnership Outreach:
1. Community partnership funding constitutes the use of funds to support organizations in the local community that the Chapel of the Cross is prepared to make a long term commitment to, usually 5 years or more.
2. Groups receiving community partnership funding generally meet one or more of the following criteria:
• Local
• In a partnership relationship with Chapel of the Cross which includes a liaison with a Chapel of the Cross member
• Chapel of the Cross parishioners are actively involved with the organization.
3 Members of the SMC, in consultation with the Chapel of the Cross liaison, each year will assess the budget needs of the previously designated community partnership organizations in light of evolving community needs and priorities and will recommend funding levels to the Vestry. All organizations receiving Chapel of the Cross funds through SMC recommendation will be required to submit an annual program and financial report or equivalent documentation, including how Chapel of the Cross funds have been spent.
4. It is assumed that funding will continue for current community partnership organizations unless there is prior discussion with the rector and the chair of the Vestry Finance Committee regarding reasons why a change in funding levels might be recommended.
Discretionary Outreach:
1. Discretionary outreach funding consists of the use of funds for projects without commitment to continued funding of these projects.
2. Discretionary outreach may be used by individuals or for organizations where there is need to demonstrate a reaching out of Christ's love. Some examples would be:
• Worthwhile social efforts that have been turned down by others;
• Worthwhile social efforts that need help getting started;
• Worthwhile social efforts where the Chapel of the Cross can act in partnership with other funders;
• Emergency needs;
• Worthwhile projects which one or more parishioners have initiated or are intensely involved in.
3. In determining the allocations of discretionary outreach funds, the SMC will respond to needs at the local, regional, national, and international levels.
4. If discretionary outreach funding is requested for more than two consecutive years, discussion by the SMC will be held to determine the appropriateness of including these requests as part of community partnership funding.
