Youth Council Meeting
March 7, 2006

Ted introduced committee members and asked the YC for their
feedback. He reported that the comments we receive will be digested
and distilled by the NSC. Results of the discussion will be sent on
to the architects, who will incorporate suggestions for the final
recommendation to the Vestry in May. He then asked for a description
of the YC.

David Frazelle said the Youth Council has been in existence about a
year and concerns itself with all activities for young people in 6th
through 12th grades. It consists of approximately 15 members - 12
adults and 3 youth. M. Conrad said that this age group currently
uses Yates and Battle buildings more than any other groups in the CX.

Ted gave a capsule of the master planning process. He showed
posters, the model, and listed the priorities of the LRPC which
have guided the NSC to this stage. He also distinguished between a
Master Plan and and Architectural Plan, stating that the current
plans are subject to change, and that phased construction will most
likely be necessary.

The two students present pointed out the need for high school "hang-
out" space. D. Frazelle said we need dedicated space for youth, as
well as storage space. The YC agreed that different needs exist for
children and for youth. E. von-Allem reported that she came from a
church where such designated space was used all week long, including
lunch time, and that youth participation had grown as a result.

R. Jessup asked why the Fellowship Hall was the number one priority,
and L. Wilson asked why the Fellowship Hall space superceded daily
activity space needs in importance. Ted responded that the LRPC
determined that we need more orientation toward hospitality, and the
FH will serve that. V. Bateman expressed the opinion that we have
enough space now, and that we "want" the space more than we "need"
it. She has attended several intergenerational events recently that
did not overflow the dining room, i.e., the Shrove Tuesday dinner. D.
Frazelle replied that in his short tenure at the CX he has witnessed
at least five occasions when there was not sufficient space, i.e.,
funeral receptions, wedding receptions and the ABC Sale.

B. Williams feels that our greatest need is space for Sunday School
rather than a large space which is used only occasionally. He thinks
that building a Fellowship Hall to host an event like the MLK dinner
is not necessary because other places in Chapel Hill can accommodate
that kind of community event. D. Frazelle reported that EYC and
Campus Ministry use our largest space, the dining room, every week,
and Reid pointed out that the MLK dinner is an example of community
outreach.

R. Wilson wanted to know what the new FH would look like, and
expressed the need for EYC use of that space, since average weekly
attendance is 64 young people. She also believes outreach is
important for young people, and thinks some "comfy" chairs in the FH
will be inviting and welcoming. The need for a Senior High room was
expressed, which might be the size of our current parlor with wide-
screen tv, sofas, etc.

Parking (or rather the lack of) was discussed, and the NSC was urged
not to ignore this issue. V. Bateman feels that the CX can be
creative about leasing parking space, as well as large event space
for receptions, etc. She feels that we need more time as a parish to
review all of the options.

In response to a question about a building timetable, Ted told the
group that, after the design decision is made and all the preliminary
approvals are received, it will take about 18 months to build the
FH. E. von-Allem, who has been through this process at another
church, encouraged the NSC to keep to a timeline in order to keep
costs down.
